ELP Standards

The English Language Proficiency (ELP) Standards for Adult Education (AE), published in October 2016, were mandated by WIOA to align adult education content with challenging academic standards, thereby ensuring educational equity and rigor for adult English language learners (ELLs). This framework is built upon 10 anchor standards and 50 proficiency level descriptors (Levels 1–5), detailing the focused language knowledge and skills ELLs need to acquire to meet their postsecondary and career goals. To support implementation, the standards strongly emphasize the necessary academic language and include detailed correspondences to the College and Career Readiness (CCR) Standards for English Language Arts and Literacy, and Mathematical and Science Practices, presented in two specific "views" for use by various instructors.
